I have installed it on my own Note 3 Neo and it works perfectly. It does not ask for any password whatsoever. Are you certain it does not ask for your Google account password when you try to install it from Google Play?
I cannot say why exactly this issue occurs. It does not happen on any of my devices. I will try to keep looking into it and hopefully stumble across an answer. In the meantime perhaps someone else has encountered this issue and may assist.
